Adjust GPL-2.0-or-later format

As stated by pimbredanne in aboutcode-org/scancode-toolkit#3128 (comment)
the license was not conform to the formatting usually used.

We adjust the format based on the license used in https://github.com/pyinstaller/pyinstaller
where appropriate.
