Just a few updates to the utility image:

Replace MOTD with one that's way less intrusive, and more mobile friendly.
Update to ubuntu 18, which gets us a more modern version of Git, among other things.
Comment on the JSNAPy fix (which is still a problem) explaining why we're doing it that way
