Rebase of #10293 for generating binaries close to the last release

NB: this is for release-7451, which hasn't deployed to us-east-1 yet. It's currently paused due to a possible race causing tenant unavailability. If we don't roll it out first, we should rebase this for release-7381.

Took the liberty of rebasing this onto release-7451 to get a new binary built.
