Add some more package functions for search. Probably need refining, quite crude. Add xmlrpc codec to Gorilla RPC server
Also adds generic HTTP & RPC NotFoundHandlers for logs

Almost certainly going to get removed (as it should) but it seems they're dragging their feet and Pip still uses the XMLRPC, pypa/pip#5216.
