refactor: migrate MachineName function to config package

Migrate MachineName function from driver package to config package.

Related PR&Issues #9996, #10061.
config package need to call driver.MachinName func to fix several bugs.. but It can't import due to the circular dependency problem.
To MachineName function is more portable, migrate that to config package.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
