Updates Otel related deps to 0.113.0.

according to the release notes it doesn't seem like there are any things we should be concerned about.

This should fix the following long to appear, as mentioned in open-telemetry/opentelemetry-collector-contrib#35138

superfluous response.WriteHeader call from go.opentelemetry.io/contrib/instrumentation/net/http/otelhttp/internal/request[...]

73.62 Error: invalid configuration: `otelcol_version` has been removed. To build with an older Collector API, use an older (aligned) builder version instead
