Remove unused git-based pip requirements file.

Closes #253.

#262 should have fixed the conda build, as it uses a more robust (though a bit less precise) way to check for the datetime64 dtype. #263 should make the dtype for TIMESTAMP columns actually consistent across pandas versions.

Oh, except we've got some true failures on the pre-release version on pandas due to pandas-dev/pandas#25845 and pandas-dev/pandas#25852 due to pandas dropping Python 2 support in 0.25.0. I suppose we'll have to start following-suit soon.
