Description

This pr adds 3.21 latest alpine version to the supported versions list in base-alpine image.

• Changes are there in manifest.json, Dockerfile and readme.md file for base-alpine image to add support to latest 3.21 alpine version.

The changes you added to support version 3.21 look good, however I think you also removed 3.17. Removing 3.17 is handled in a separate PR and shouldn't be lumped in with the work here.

That being said, I merged in your 3.17 EOL PR, so if you merge in the latest from main, the issue should be resolved 👍
