Currently the deegree console is not fully functional. The main page is accessible but users can not log in or can access the management views. |

This PR updates the web.xml and faces-config.xml deployment descriptors to Faces 4.0, and adds Weld CDI implementation and upgraded commons-io dependency to webservices WAR file.
