Current README for the v31 branch incorrectly uses the v29 branch when importing.

Replaces:

import { KubectlV31Layer } from '@aws-cdk/lambda-layer-kubectl-v29';

with:

import { KubectlV31Layer } from '@aws-cdk/lambda-layer-kubectl-v31';


          fix: Update README with the correct branch for v31
