Add new deployment action for staging.openverse.org

Description

Adds a new deployment action for staging.openverse.org. The old action for search-staging.openverse.engineering will be removed in a subsequent PR, after this new action is proven successful, and the redirect from search-staging.openverse.engineering to staging.openverse.org is in place.
