Update to LLVM 13.0 #197

This also changes the CI to build on bionic instead of xenial, which has a newer version of Python.

This pullls in llvm/llvm-project@1d445a6, which is needed by bytecodealliance/wizer#8 .

This supercedes #188, and updates to a released version.

It appears newer LLVM releases need a newer version of Python, and
Xenial is quite old at this point, there being two LTS releases newer
it at this time.
This includes 1d445a6e7679cc188fd051f7397b7d9ca8ce4f10, among many other
changes.

It appears I accidentally merged in a git submodule diff in #197
which reverted the LLVM, wasi-libc, and config updates. Revert
that change, updating wasi-sdk again to LLVM 13.0 and the latest
wasi-libc and config.
