library to help add dependency on win/uv loop

checkout winuvloop https://github.com/aviadr1/winuvloop
that helps developers depend on either uvloop or winloop depending on their current dev platform without needing to explicitly select.
just sets up the dependencies, no extra code

I would be willing to help with this. I think you should be able to add support for 3.8 and higher though luckily I’ve already looked into this library you’ve written and I know exactly how to improve it.

@aviadr1 One more thing to point out is that @lschoe is working on a way to merge uvloop and winloop together but your project should be a good temporary solution for now.

Also good to note is that the uvloop team is trying to do the same thing as us: MagicStack/uvloop#587
