Add jupyter to tensorrt:18.10-py3

@kevin7674 Because we met the issue jupyter/docker-stacks#718, I fixed the PR.
Please run the command as the followings:

$ sudo docker run --rm -it -p 8888:8888 <Docker_image>
# jupyter notebook --allow-root

If you want to build the image locally, please change directory to the path and exec sudo docker build --network=host -t <docker_image_name> .
