Use latest release versions on CI and local dev #524

A few related changes, let me know if you'd prefer separate PRs or fine together...

  • Bump local development ruby to latest stable in 3.3 series
  • Bump rails 8 gemfiles/ to 8.0 release version (instead of RC)
  • Bump CI ruby matrix to released 3.4 version (instead of preview)

Possible followup here would be to a) expand CI matrix to run all rails versions against ruby 3.4 (might need an exclude for 7.0, but I think the others would be ok); b) use 3.4.1 for local dev default. Let me know if either desired.

Maybe relevant to whatever the version drop policy is (both ruby 3.1 and rails 7.0 will be EOL in a few months) - could wait on that to update matrix further.
