Have we considered using bingo? It's an industry standard at this point, the DX is fairly excellent. Keeping static references to dependencies used in tooling and support keeps the main go.mod clean but has all the upside of full-fledged version management, etc.

What this PR does / why we need it:
Rather than depending on these deps in the main go.mod, we can use
go runto run them without adding their dependency trees and potential dependency conflicts in. This is most notable in tools like controller-gen.Test plan for issue:
