Create new tests or port existing tests to bring the MyUSA API server up and running.

Can use a task list to assign and check off tasks, eg:

@adam-at-mobomo please submit a PR for this and any documentation on what you did to get the test framework to run. This will close out sprint0.

We have the test framework in place, but we don't want empty tests that fail in devel. So each implementation of API functionality will include the relevant tests.
