Quick start window blocks download #6820

Describe the issue
On initial startup, the quick start window blocks the download.

Steps to reproduce:

download, install and run UTM
from quick start pop-up, select "download an existing VM"
choose an existing VM, e.g. Ubuntu 22.04. Click "open in UTM"

Expected behaviour:

install starts

Actual behaviour

Nothing happens.
THEN: Close the quick-start pop-up window (without selecting any other options)
"Permission to download" request appears
Install starts

Fix:

UTM should ensure that the quick-start window does not block the "permission to download" request

Configuration

UTM Version: 4.5.4 (100)
macOS Version: Sonoma 14.5
Mac Chip (Intel, M1, ...): M1 Pro
