Per googleapis/python-bigquery-pandas#228, maybe I should try CircleCI here?

#6 adds config with minimal changes from CircleCI just to get something running.

I think I'll actually want to use the Docker images for nox at https://cloud.docker.com/repository/docker/thekevjames/nox. See: wntrblm/nox#9.
