I'm interested in developing custom agents for GitHub Copilot and I have an active GitHub Copilot Business subscription.
However, I don't want to make them available to the entire organization but I would like enabling only to some users for testing purpose.
Is there any way to install extensions/GitHub Apps just for my GitHub Copilot account without having to install it across the entire organization?
