Often times, half of the context is missing when limited to commenting on consecutive as one is essentially forced to either

• comment on the whole file
• comment on one of the lines but not the others
• optionally leave a "here, that's what I meant in the other comment" comment

of which neither is a nice option.

One use case is something generic like "please add a comma to adhere to our coding standard", which you might have to add to twenty different places, so this might clutter the whole review with repeated comments.
