Add quantity column to the Download History table #297

OnePub licenses include a (per month) download limit depending on plan.

There is currently no way for a user to track to total downloads.

The aim of this issue is to update the download history screen so that it provides:

a quantity per downloaded item.
a month to date download quantity

Additionally, we should look at offering a download notification/warning at 80%.
