Is it possible to enforce throws/catches using does-it-throw?

We'd like to enforce any function that has documented @throws (or detected throw) either handles the error, or propagates it to the next level:

Unsafe:

function mySafeFunction() {
  myDangerousFunction();
  // ^💥Error: This function throws an unhandled error
}

Safe:

Either through marking the function as throwable:

/** @throws */
function mySafeFunction() {
  myDangerousFunction();
}

Or by handling:

function mySafeFunction() {
  try {
    myDangerousFunction();
  } catch (throwable) {
    // Handle throwable
  }
}

This would go amazing with a CLI version (for CI/CD).
