when a stranger (non-friend/contact) sends a message, no event is monitored during the poll rotation, but it can be monitored in web.skype.com.

What does

no event is monitored during the poll rotation

mean? Does it mean that I won't be able to receive/notice messages from strangers in Matrix/Element at all?

a message from a stranger on skype ( from skype server)
