What this PR does / why we need it:

Adds otlp_v1_logs|/httpgrpc.HTTP/Handle to the push queries in the "Loki / Operational" Grafana dashboard.

Which issue(s) this PR fixes:
Fixes #15643

I ran make loki-mixin to generate the dashboards - let me know if something else is needed for mixin-changes like this.
