Currently our Jenkins (#297) is available to anyone as read-only. It would be useful to allow anyone to restart a failed build too.

It should be possible only while no build is currently running. Also make sure that adding this extra permission to the anonymous users does not have other consequences - e.g. does not allow him to change build settings.
