Tracking issue- extract common code out of rules_scala

We have a lot of common code since when we started out the ecosystem was poor.
Now skylib exists and is much richer and also there is rules_java which might host some common jvm stuff.

Given we extract these things out we'll have lower maintenance burder (especially on bazel upgrades)
