Description

This thread is started because we have already started to run into issues because of MXNet code bloat. For example : #15084. There have been some work on this like : #14900. Since MXNet uses templates, we can also revisit this to see how we can reduce the code bloat caused by this.

Would be great if someone can own this, find areas of improvement, perceived impact and implement the changes required.
