Describe the chore that needs to be addressed.
Since this PR was merged mypy has supported pyproject.toml for it's configuration. Merge mypy configuration from setup.cfg to pyproject.toml. This will also require updating any other configurations (workflow, Makefile, etc.) that may explicitly pass the --config-file switch to mypy.

  • This issue is an epic issue which subsumes the following:
