local reputation: introduce in the channels info latency and temporal information

Good information that jumps out from some conversation with people around are

• Introduce the ctlv delta
• Introduce latency between nodes based on the geographical position
• Introduce latency to update the ctlv for a node, this is strictly dependent on the previous point.

We need to introduce some additional payload in the channels_info, and also in the metrics_one_output
