"localnet start" will not work without this fix.

(the sui process will never "start")

implementation details

Sui-base depends on using the config.yaml to initialize the localnet.
The format changed in 0.31 (new gas_amount array).
The changes are enough that the sui process will fail to parse config.yaml (older format) and will not start.
