Steps to reproduce the behavior

I arrived at this page after the gutenboarding.
For a first time user, I would be confused about how to link the button to anything.

Suggestion for improvement

Explain that the button can be linked to a page later when user has created some pages

This makes perfect sense, @kosiew, thank you for reporting it.

It sounds like the kind of thing that should be addressed in core. In fact, I opened this other issue last year, which seems to touch on the very same thing WordPress/gutenberg#26317

Would this sound similar? Would the solution/UI provided in the navigation block (see linked issue above) address the problem you are highlighting?

Closing this out as the option to create a draft page is available whenever you add a link, whether in the post editor or site editor.
